Space Exploration set of action figures
. I believe the scale is close to 1:35.   Appears to be about a 12 Astronauts, Rocket, Space Shuttle, Moon Rover, and flag. Also has a large plastic play mat scene.
It was originally sold by the Billy V Toys Company of Brooksville, Florida.  The package has never been opened.
